Job Description :
The RF Center of Excellence (RFCOE) Line of Business (LOB) Sr Mgr's primary mission is to integrate the RFCOE strategy with the LOB's strategy to position LM as an industry leader in RF Payloads. The scope of this role includes but is not limited to:
• Collaborating with the lines of business to identify the key payload technologies required to meet our customer's missions and position LM with a strategic advantage to the competition.
• Work with the RFCOE VP and Directors to shape the Internal Research and Development (IR&D) activities to provide LM with leading RF technologies.
• Collaborate with the RFCOE VP and directors to identify external suppliers to complement LM technologies and create a complete mission capability.
• Establish a conduit to gather information from the LOBs on upcoming new business activities and communicate this information to RFCOE management regularly.
• Be the point person within the RFCOE to execute new business campaigns including the solution development, the authoring of proposals and the cost estimation.
• Benchmark products against the competition.

Within the proposal development responsibility, the responsibilities are:
• Work with program and RFCOE management to establish a team of appropriate expertise to develop a technical solution.
• Lead the team to finalize the solution and author proposal inputs to submit to the program/customer.
• Lead the team to perform appropriate analyses to ensure a complete understanding of the technical aspects of our offering.
• Lead the team to create requirement documents (i.e. equipment lists, preliminary specs) to enable high confidence cost estimates for delivering proposed products and systems.
• Perform product risk and opportunity management analysis and create risk and opportunity management plans.
• Assure that appropriate management reviews that highlight technical, cost and schedule positions and risks are completed for proposal products.
• Meet Design to Schedule and Design to Cost targets.

Basic Qualifications
• Minimum of 8 years of demonstrated leadership experience and 12 years of related experience with satellite systems.
• Demonstrated experience achieving results leading high performance teams.
• Demonstrated experience in project/program management especially leading teams to create technical solutions in a short time frame, combined with working the solution into a cost and schedule target.
• Demonstrated ability to collaborate with internal multi-function organizations (i.e. Engineering, Supply Chain, Manufacturing, Program Management and Finance) to map out a product delivery plan.

• Demonstrated ability to work with high value subcontractors by forming partnerships with subcontract management and external suppliers.
• Excellent verbal and written communication skills, and interpersonal skills, including a demonstrated ability to interact effectively with customers, management, peers and subordinates.
• Exhibit the leadership skills and behaviors that align with the Full Spectrum Leadership imperatives.
• Ability to obtain a TS/SCI clearance

Desired skills
• Extensive experience in satellite communication systems.
• Specific experience in high capacity communications systems is a significant plus.
• Experience including RF communications, network architecture, algorithms for communication networks, requirements development, interface definition and system integration and test.
• Experience with large proposal efforts.
• TS/SCI Clearance
