Job Description :
Responsible for management of team of subcontract management professionals in support of JASSM/LRASM Programs. Includes performance management responsibility, as well as team subcontract budget, schedule and technical performance responsibility on performance specification and complex build-to-print subcontracts for DOD and international programs. Holds procurement delegation and reviews and signs supplier agreements and purchase orders within established authority. Duties include review of bid packages, analyses and evaluations of proposals, source selections, negotiation plans, development of pre-negotiation strategies, supports and/or leads negotiations and compliance reviews of subcontract/PO documentation, interface with government clients, technical personnel and other functional organizations. Responsible for performance of multifunctional subcontract management teams (SMT/IPT). Responsible for development, management and implementation of program subcontract affordability requirements. Leads team to develop solutions to complex problems which require the regular use of innovation and follow through. Work with program management and other areas of the business for timely conclusion of contract matters and resolution of issues. Work is performed without appreciable direction. Effects of decisions are long lasting and heavily influence future course of organization.

Basic Qualifications
- Experience with the procurement of specialized materials, complex assemblies, and equipment within Defense industry.
- Experience managing complex major subcontracts.
- Experience with Production and/or Development Programs
- Thorough knowledge of acquisition policies and procedures such as LMAP and MAPS, with associated knowledge of FAR/DFAR requirements
- Strong demonstrated negotiation skills
- Demonstrated problem solving skills
- Business acumen and ability to make business based decisions
- Self motivated, demonstrated sense of urgency, ownership of tasks and accountable
- Work independently and in a team environment; experience leading cross-functional teams
- Demonstrated Leadership qualities and ability to lead a team
- Work with all levels of management
- Working knowledge of standard contract types
- Proficient computer skills including Word, Excel and PowerPoint, and specialized application software associated with the Procurement function (such as P2P)
- Detail and Teamwork oriented with demonstrated organizational skills;
- Strong interpersonal skills
- Demonstrated communication skills (verbal, written, and presentation)
- Able to travel
- Must be able to obtain Secret Clearance

Desired skills
- Working knowledge of Earned Value Management System (EVMS)
- Control Account Management (CAM) experience
- Demonstrated experience leading cross-functional IPTs and/or Supplier Management Teams
- Demonstrated Risk Management experience
- Leadership skills displaying attributes of Full Spectrum Leadership
- Experience with LM P2P
- Black Belt Certified
