Serve an integral part on international turnkey training programs with the Global Training Services subcontract team, primarily including Air 5428. Subcontract effort typically makes up over 50% of our programs with complex deals and relationships and production hardware and some developmental hardware as well as services. Candidate will be responsible for complex, multi-million dollar international subcontracts with unique terms and conditions. Candidate will support management and delivery of subcontract products, materials and services. Lead teams consisting of Subcontract Administrators, Engineers, Finance, Planning, CM and QA personnel to support assigned programs and subcontracts. Ensure that negotiations and subcontract definitization, subcontract management, and resolution of contractual problems are done to support all business objectives. Prepares the Statements of Work (SOW), prepares Requests for Proposals (RFPs), lead evaluation of subcontractors’ proposals, the development of the Subcontractor Data Requirements List (SDRL), acquire the required support for development and approval of the requirements documentation. Lead the implementation of SPM processes and tools to ensure that all technical, cost and schedule performance requirements will be satisfied. Leads the subcontract management team through coordination of design reviews, technical interchange meetings, working group meetings and Program Management and Status Reviews. Monitor and provide progress and status of the subcontractors as required to support various program level reviews. Supports meetings as required with key LM functional management and senior GTS/TLS leadership and key customer representatives for Status and Management Reviews and to resolve problems and address and close assigned action items. Provides support to capture teams for domestic and international opportunities. Significant international travel may be required at times. There will be a focus on CCPs.

Basic Qualifications
Excellent communication and relationship-building skills to enable effective interface with suppliers, customers, executive management, program managers, Integrated Product Teams (IPTs), and all functional organizations.

Flexibility to accommodate a dynamic workload, multiple assignments, and extended hours when necessary. International travel will be required. Strong time management skills are a must in order to work multiple competing priorities.

Complex problem-solving ability, consistent with Sourcing and Program objectives.

Demonstrated ability to reach mutually-beneficial agreements with suppliers using sound negotiation skills.

Experience with large, complex subcontracts.

Experience working in the LM P2P system.

Experience with CAP/LMAP.

Experience with SDRLs and configuration management.

An understanding of Intellectual Property fundamentals.

Ability to grasp technical concepts and issues

Desired skills
Previous subcontracts experience in international Government subcontract environment. Commercial equivalent will be considered.

International experience.

Demonstrated leadership ability and a desire to advance within the subcontracts organization.

Proven ability to work effectively with various organizations in collaborative environment.
