Job Description :
Candidate will be Software Configuration Management (SCM) lead for the THAAD Ground Systems Software team. This position reports to the Software Test and SCM Manager. Assignments will be defined collaboratively by the Software Test and SCM Manager in consultation with the software item leads and Ground Software Senior Manager.

The primary responsibility is to perform software configuration and data management. This includes, but is not limited to:

- Develop and maintain the software configuration management environment to support configuration identification, control, reporting, and delivery of both internally developed and externally purchased commercial-off-the-shelf (COTS) software products.
- Perform configuration management and release engineering tasks to ensure new software products are documented, packaged correctly, comply with hardware configuration requirements, and ready for distribution to internal and external users.
- Design, develop, automate, and maintain productivity tools using programming, database or scripting languages to sustain and improve the SCM environment.
- Develops SCM configuration procedures and policies for component-wide use.
- Coordinate SCM requirements with customer, subcontractors and other THAAD organizations.
- Maintain the SCM system including collection or distribution of code documentation, problem report and change request processing metrics, and software build documents.
- Devise, define, and Implement long term SCM process improvement activities.
- Perform build manager functions using SCM tools.
- Administer component software code management databases (currently ClearCase) and change management databases (currently ClearQuest).
- Train users in use of SCM tools.
- Oversee operation and sustainment of Component Software Development Library (SDL).
- Track and release deliverables in accordance with contract requirements.
- Administer Software Configuration Control Boards, including scheduling, agendas and minutes.
- Ensure customer requirements are implemented and review change accounting activity to ensure compliance with configuration management policies.
- Ensure data and media have all appropriate markings for retention and distribution.
- Coordinate shipments of software work products with Data Management and program software development library.
- Produce and disseminate SCM data and software documentation based on contract deliverable requirements.
- Comply with security regulations regarding handling and retention of classified program data.
- Conduct SCM audits.
- Ensure deliverable content meets program contractual requirements.

Basic Qualifications
- Minimum 10 years experience in execution of Software Configuration Management.
- Demonstrated advanced understanding of Software Configuration processes, procedures, software tools, and databases. This includes specific expertise with IBM ClearCase and ClearQuest.
- Demonstrated ability to develop, debug, and maintain scripts for execution of SCM tasks.
- Demonstrated experience with document processes and assessment process effectiveness.
- Demonstrated experience and knowledge of IEEE Standard 12207 software life cycle process documentation requirements and production.
- Proven ability to work effectively as member of a diverse technical team, successfully integrating multiple inputs into a consensus position.
- Experience administering Software Configuration Control Boards.
- Advanced proficiency in use of Microsoft Office applications and configuration management tools (such as ClearCase and ClearQuest) to prepare status and metric reports related to software configuration.
- Experience managing and executing routine software builds to support development and software release.

Desired skills
- Knowledge and/or experience with emerging software development and configuration management tools, especially those used as part of Continuous Integration processes. This includes tools such as Git, Gitlab, Jenkins, Redmines, etc.
- Experience with technical data management for multiple concurrent software configuration baselines.
- Battle Management, Command and Control software design, implementation, test, and maintenance experience.
- Exposure to the full software development life cycle of requirements, design, coding, testing, delivery, and maintenance.
- Technical team leadership.
- Experience with Risk & Opportunity Management Process.
- Labor estimation for team's current and future tasks.
- Basis of estimation development for software configuration management portion of proposals, change orders, & estimates to complete.
- Knowledge of and experience with THAAD Fire Control software.
- Knowledge of and experience with the Missile Defense Agency.
