Job Description :
The selected candidate will play a key role in leading all International Trade Compliance (ITC) related activities for Global Military Systems and Support (GMSS) and Commercial Systems and Services (CSS) within Sikorsky. The incumbent will oversee operations and ensure programs and policies are aligned with applicable ITAR and EAR regulations. The incumbent will partner closely with the businesses and the ITC team to ensure compliance with all aspects of ITC regulations.

Key Responsibilities:

1- Lead ITC enterprise initiatives and manage all aspects of the Organization for Export and Import compliance, including approving import/export applications for compliance and providing guidance and direction on ITC related matters for the organization. Raise awareness of general export/import control issues for the site through focused communications and training efforts.

2- Review and determine import/export requirements for GMSS/CSS initiatives, including new sales and business strategy determinations. Provide interpretation of company policies and procedures, work instructions, and ITAR and EAR regulations.

3- Report and Lead investigations within GMSS/CSS, including proactively identifying compliance gaps and required corrective actions.

4- Communicate requirements for the international transfer of Sikorsky products and technology.

5- Interface with Departments of State, Dept of Commerce, US Customs & Border Protection, Bureau of Alcohol/Tobacco/Firearms and Explosives (ATFE), and the US Dept of Treasury – office of foreign assets control.

6- Hire, manage and train staff on the following: export compliance, administration of policies and procedures, and conducting export assessments and investigations.

7- Analyze, apply and advise departments on export licensing laws and regulations.

8- Manage and create ITC standard work initiatives.

9- Create and execute against a clear strategy for visitor management, tour routes and technology control plans as they relate to foreign nationals and visitors.

10- Assist with GMSS/CSS audits to ensure compliance to all corporate and regulatory guidelines. Implement recommendations as necessary.

11- Oversee and approve presentations and other materials that will be used for visitors and other non-US persons onsite.

12 - Work closely with GMSS/CSS Leadership to ensure "ITC at the speed of business" with respect to aftermarket shipments, key objectives, and customer requirements.

Basic Qualifications
6+ years of trade compliance experience with expert-level knowledge and experience with U.S. import/export control regulations, laws and directives; familiarity with the regulations of other countries.

Demonstrated experience in export control, international project management, cross-functional leadership. Extensive experience with U.S. export and import regulations including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), the Office of Foreign Assets Control (OFAC), and/or U.S. Customs regulations.

Candidate will have auditing experience, preferably in the export compliance area.

Candidate must have excellent analytical, project management, interpersonal, leadership, and verbal/written communication and presentation skills. Must be a team leader and team player, possess multi-tasking abilities, have a client focus, and work effectively in a time sensitive environment. A JD is helpful but is not required for this position.

Ability to work in a complex, fast-moving environment with multiple international partners and foreign nationals. Acute attention to detail as well as the ability to interpret and apply complex regulations.

Self-starter with strong organizational, time management, planning and follow-through capabilities.

Must meet the ITAR definition of a “US Person”.

Travel is approximately 10%.
