Job Description :
The Supply Chain Management Compliance Operations Team is seeking a Regulatory Compliance Analyst Senior who will serve as a subject-matter-expert on various aspects of the purchasing system.
This role performs pre-award compliance reviews on purchase orders equal to or greater than $150,000 and provides real time feedback to affected procurement personnel.
Conducts periodic post-award reviews on purchase orders below $150,000.
Provides up-front support to procurement personnel in translating regulatory and contractual requirements into acquisition strategies that maintain the integrity of the purchasing system and support quicker downstream turns of compliance reviews.

Supports audits performed by various agencies. Audit support responsibilities include coordinating and communicating audit requirements with SCM leadership and affected personnel, as well as communicating audit status. The position will interact with DCMA (Defense Contract Management Agency), DCAA (Defense Contract Audit Agency), LM Corporate Internal-Audit, and LM Aero Internal Controls and Audit. Audits include Contractor Purchasing System Reviews, AS9100 Certifications, Subcontractor Billing Systems, Subcontractor Property Control Systems, and many others.

May implement or modify Supply Chain Management policies and procedures to ensure compliance with applicable Government statutes and regulations, prime contract and company-level requirements.
Develops and coordinates process improvements, trainings, policies, and procedures to achieve greater operational efficiency and cost-effectiveness.

Develops and conducts training for Supply Chain Management personnel.

Performs special assignments covering a variety of topics as requested by management.

Secondary responsibilities includes cross-training in all functions performed by the group.

Must be a US Citizen or legally authorized to work in US as a permanent resident

Basic Qualifications
Bachelor’s degree from an accredited college or university and must have one of the following:
• Prior procurement experience
• Prior compliance or audit experience
• Experience supporting internal or external audits
• Experience with policies and procedures
• Experience with Federal Acquisition Regulations (FAR)
• Technical or business writing experience

Desired skills
Prior Supply Chain Management experience.

Ability to skillfully apply knowledge to strengthen purchasing system processes and compliance.

Position requires a self-starter that is willing to tackle any assignment with the ability to work effectively under deadlines and pressure.

Capable of building effective relationships with peers and other subject matter experts throughout the company.

Ability to communicate complex subject matter in simple and understandable ways, and to write clear instructions that contribute significantly to standard work and repeatable processes for hundreds of affected users of the instructions.

Effective in training Supply Chain Management SCM professionals with varying levels of knowledge, skills and experience.

Ability to effectively work independently and in a team environment

Knowledge and experience with the requirements of the Six Key Business Systems as defined in DFARs: Purchasing, Material Management and Accounting, Property Management, Estimating, Earned-Value, and Accounting

Experience in supporting audits performed by various audit agencies (Defense Contract Audit Agency DCAA, Defense Contract Management Agency DCMA, Inspector General's Office, General Accounting Office GAO, Federal Aviation Administration FAA) and internal audit functions.

Knowledgeable of international procurements laws and regulations

A background in continuous improvement tools and techniques.

Working knowledge of SAP

Experience drafting and writing business processes and procedures

Basic understanding of Federal Acquisition Regulations (FAR) and DFAR (Defense Federal Acquisition Regulations)
